Minutes of Regular Session

of the Board of Council

of the City of Russellville, Kentucky

held January 3, 2017

 

 

The Russellville City council met in regular session on Tuesday, January 3, 2017, at 5:00 pm, in city hall. Mayor Mark Stratton was absent from the meeting. Council members present were Jimmy Davenport, Pat Bell, Jack Whipple, Larry Wilcutt and Darlene Gooch. Council member Sandra Kinser was absent.

 

City Clerk/Treasurer Bob Riggs said that in the absence of Mayor Stratton he would take nominations for a Mayor Pro-Tem.  Riggs also made mention of City Attorney Neil Kerr would not be attending this council meeting.

 

Gooch moved, seconded by Bell, to nominate and elect Jimmy Davenport as Mayor Pro-Tem; the motion passed with Bell, Whipple, Wilcutt and Gooch voting yes and Davenport abstaining because of his appointment.

 

Council Member Sandra Kinser arrived at the meeting.

 

Davenport asked for a motion to approve the minutes of the council meeting held December 20, 2016.

 

Wilcutt moved, seconded by Kinser to approve the minutes of December 20th.

 

The motion to approve with no corrections being made passed with Bell, Kinser, Whipple, Wilcutt and Gooch voting yes.

 

The Mayor had no appointments at this time.

 

There were no Committee reports at this time.

 

City Clerk Bob Riggs presented a financial report for the city.

 

There is no old business.

 

Under new business, Adams Contracting, LLC submitted the final payment request from the Streetscape Phase II-C Project, in the amount of $22,943.55. 

 

Gooch moved, seconded by Bell for the final payment to Adams Contracting, LLC for the amount of $22,943.55.  The motion passed unanimously.

 

Davenport asked if anybody had anything at this time; the property owner from 107, 205 & 207 Gladdish Court attended the meeting again with a zoning matter.  Davenport assured the property owner that the Mayor and Bill Pearson are working together on this matter and they will be in contact with him. 

 

Samuel Conklin the property owner at 184 E. 6th St. attended the council meeting, in reference to concerns and issues with his neighbor at 194 E. 6th St.   Pat Bell told Mr. Conklin that she would talk to the Code Enforcement and see if anything can be done.  Mr. Davenport said with the several different entities of issues that Mr. Conklin has mentioned, the Mayor and Council will review this and will get back in contact with him.

 

There was no need to go into executive session.

 

Davenport asked for a motion to adjourn the meeting.

 

Wilcutt moved, seconded by Kinser, to adjourn the meeting; the motion passed unanimously.
