MINUTES of REGULAR SESSION

of the BOARD of COUNCIL

of the CITY of RUSSELLVILLE, KENTUCKY

held September 19, 2017

 

The Russellville city council met in regular session on Tuesday, September 19, at 5:00pm, in City Hall. Mayor Mark Stratton presided over the meeting with council members Jimmy Davenport, Pat Bell, Sandra Kinser, Jack Whipple, Larry Wilcutt and Darlene Gooch.

 

Wilcutt moved, seconded by Kinser, to approve the minutes of the meeting held September 5, 2017; being no discussion or changes the motion to approve passed unanimously.

 

Wilcutt moved, seconded by Gooch, to approve the minutes from the September 7, 2017 Special Session; being no discussion or changes the motion to approve passed unanimously.

 

Under Appointments; the Mayor asked to appoint Chris Becker to the Russellville Airport Board.

 

Kinser moved, seconded by Bell, to approve the mayor’s appointment of Chris Becker to the Airport Board; the motion passed with all present voting yes.

 

Next on the agenda was the appointment of the Fire Chief for the City’s Fire Department. The Mayor asked the council’s approval for Scot Celsor as the new Fire Chief for the City of Russellville Fire Department.

 

Bell moved, seconded by Kinser, to approve the Mayor’s appointment of Scot Celsor as the new Fire Chief for the City of Russellville Fire Department; the motion passed with all present voting yes. The “Swearing In” will be Thursday, September 21st, at 6:00 p.m. at the Fire Department.

 

The Mayor announced Congressman James Comer will be holding a “Town Hall” meeting at 9:00 a.m., Saturday, September 23rd at the “Old Court House”.

 

There were no committee reports.

 

The City Clerk/Treasurer Bob Riggs gave the city’s financial report.

 

Under old business was the second reading of Ordinance 2017-06 Amending Ordinance 2000-15 by Revising the Russellville Zoning Regulations sponsor by Larry Wilcutt.

 

Davenport moved, seconded by Wilcutt, to approve Ordinance 2017-06 Amending Ordinance 2000-15 by Revising the Russellville Building Height Requirements; the motion passed with all present voting yes.

 

Under new business the first reading of Ordinance 2017-07 Amendment of Ordinance 2007-18 To Limit Yard Sales and Tag Sales in Residential Zones and To Require a Business License for Yard Sales and Tag Sales in Commercial B-2 Zones sponsor by Pat Bell, was read by City Attorney Neil Kerr.

 

Next on the agenda, the Mayor mentioned of the two bids received for the HVAC for the Senior Center (Old Library), after reviewing the bids; the Mayor ask for the approval for his recommendation from the lowest bid received from PSK at $17,500.

 

Kinser moved, seconded by Gooch for the approval of PSK bid for the HVAC in the amount of $17,500; the motion passed will all present voting yes.

 

We only received one bid for the Sprinkler System for the Senior Center, ARMOR FIRE PROTECTION, LLC for $81,550. The Mayor asked for the approval and the acceptance of ARMOR FIRE PROTECTION, LLC.

 

Bell moved, seconded by Wilcutt, to approve the bid from ARMOR FIRE PROTECTION, LLC for the sprinkler system at the Senior Center. The motion passed with all present voting yes.

 

Mr. James Milan from the audience thanked the Mayor for supporting our schools.

 

There was no reason to go into executive session.

 

Davenport moved, seconded by Wilcutt to adjourn the meeting; the motion passed with all present voting yes.
