The Russellville City council met in regular session on Tuesday, July 5, 2016, at 5:00 pm, in city hall. Mayor Mark Stratton was absent from the meeting. Council members present were Jimmy Davenport, Pat Bell, Jack Whipple, Larry Wilcutt and Darlene Gooch. Council member Sandra Kinser was absent.


City Clerk/Treasurer Bob Riggs said that in the absence of Mayor Stratton he would take nominations for a Mayor Pro-Tem.


Wilcutt moved, seconded by Whipple, to nominate and elect Pat Bell as Mayor Pro-Tem; the motion passed with Davenport, Whipple, Wilcutt and Gooch voting yes and Bell abstaining because of her appointment.


Bell asked for a motion to approve the minutes of the council meeting held June 21, 2016.


Wilcutt moved, seconded by Whipple to approve the minutes of June 21st.


Council Member Sandra Kinser arrived at the meeting.


The vote of the approval of the minutes passed with Davenport abstaining because of his absence from the meeting. The motion to approve passed with Bell, Kinser Whipple, Wilcutt and Gooch voting yes.


Pat Bell gave a report on the fire department for the month of June. There were a total of 125 for June and 770 for the year.


Riggs told the council he had put a copy of the insurance premium tax receipts on the table for them. The report was based on the last 12 months and was broken down by quarter and the revenue collected by the type of insurance. This is for information purposes only.


Riggs presented the financial report on all city funds.


Under old business Bell presented a request from the Russellville-Logan County Airport Board for the 7th installment on funds for the runway extension project now in progress.


Kinser moved, seconded by Gooch, to approve the 7th installment; being no questions the motion passed unanimously.


Not listed on the agenda was the annual donation to Russellville Main Street. Riggs said the $25,000.00 was budgeted annually donation but was unlisted in the budget.

Gooch moved, seconded by Kinser, to approve the city’s annual donation to Russellville Main Street in the amount of $25,000.00 being no questions or comments the motion passed unanimously.


Next under new business was the deGraffenried committee recommendation to the council of $24,012.00 for one half of the payment on the lobby roof coating for Russellville High School. Bell read the recommendation of the committee.


Gooch moved, seconded Wilcutt, to approve the recommendation of the deGraffenried Committee for $24,012.00 for a coating on the lobby roof of the deGraffenried Auditorium; being no questions or concerns, the motion passed unanimously.


There was no other business or need to go into executive session.


Davenport moved, seconded by Kinser, to adjourn the meeting; the motion passed unanimously.
