The Russellville city council met in regular session on Tuesday, December 6, 2016, at 5:00pm, in city hall. Mayor Mark Stratton presided over the meeting with council members Jimmy Davenport, Pat Bell, Sandra Kinser, Jack Whipple, Larry Wilcutt present and Darlene Gooch absent.


Whipple moved, seconded by Wilcutt, to approve the minutes of the council meeting held on November 22, 2016.


 The Mayor asked for any additions or corrections, Council member Pat Bell said in the last paragraph on page two of the minutes should had read “citizen lived”.  The minutes were approved with this changed noted.


The Mayor had no appointments at this time.


The Mayor did announce that Monday, December 19th, “Santa Claus is Coming to Town” at 6:00 p.m. weather permitting this event will take place in front of the Chamber Office.


Council member Pat Bell had a report on the Fire Department. There were a total of 130 runs for the month of November and a total of 1,441 for the year.


The Mayor announces that Sharon Shanklin from The Kentucky League of Cities was present for the Council Meeting.  Sharon thanked everybody for our business and wished everyone a Happy Holiday and a Happy New Year.  The Mayor thanked Sharon for what she does for the City and appreciates her quick response back with any questions/concerns that arise.


City Clerk/Bob Riggs presented a financial report for the city.


City Attorney Neil Kerr read the second reading of Ordinance 2016-07; Amending Code of Ordinances, Chapter 95: City Cemetery, to repeal the Requirement of a Cemetery Committee and to improve the Procedure for the Construction of Permanent Structures in the Cemetery. 

Kinser moved, seconded by Bell, to approve the Ordinance 2016-07; the motion passed unanimously with those present.


City Attorney Neil Kerr read the second reading of Ordinance 2016-08; Amending Code of Ordinances, Chapter 36: Personnel Classification Plan and Pay Plan, by Adding the Position of Sergeant for the Russellville Fire Department.  Bell moved, seconded by Whipple, to approve the Ordinance 2016-08; the motion passed unanimously with those present.


Under new business, Dale Vowell from the Electric Plant Board gave the audit results for the years ended June 30, 2016 and 2015, The audit results was dated October 10, 2016, from York, Neel, and Associates, LLP.  The results showed an unmodified/clean opinion. The total assets for FY 2016 were $23,585,719 compared to FY 2015 of $23,498,248. The total of liabilities FY 2016 were $14,070,159 compared to FY 2015 of $14,163,468.  The Total Net Position for FY 2016 was $9,768,994 with FY 2015 balance of $9,385,121.  Total Net Position amounted to $383,873.  Principal payments on debt reduced revenue bonds payable by $530,000.  The Mayor asked the Council if they had any questions for Mr. Vowell, Kinser complemented Mr. Vowell on his job with EPB.  Bob Riggs asked how the revenue from the sale of electricity was doing and has that gone up or down.  Mr. Vowell replied for a year it’s been down, and being weather related.


The Mayor asked if anybody from the audience had anything at this time, a gentleman spoke up and said he has been serving our military for 28 years and is now living in the City, just wanted to come and show support for being a part of our community.  The Mayor thanked him for attending the meeting and serving our country.  The Mayor welcomed him to come back at any time.


There was no need to go into executive session.


The mayor asked for a motion to adjourn the meeting.


Davenport moved, seconded by Bell, to adjourn the meeting; the motion passed unanimously.
