Minutes of Regular Session

of the Board of Council

of the City of Russellville, Kentucky

held March 21, 2017





The Russellville City council met in regular session on Tuesday, March 21, 2017, at 5:00 pm, in city hall. Mayor Mark Stratton presided over the meeting. Council members present were Jimmy Davenport, Pat Bell, Jack Whipple, Larry Wilcutt and Darlene Gooch.  Sandra Kinser was absent.


Mayor asked for a motion to approve the minutes of the council meeting held March 7, 2017.


Wilcutt moved, seconded by Bell to approve the minutes of March 7th.


The motion to approve with no corrections being made passed with Bell, Whipple, Wilcutt and Gooch voting yes.  Davenport abstain due to being absent from March 7th meeting. 


The Mayor mentioned a rate increase of 2.1% effective as of April 1, 2017, with Scott Waste Service. The rate for trash pickup will be $10.46 this is a rate increase of $.22.  This rate is based on the Consumer Price Index and is in conjunction with the Scott Waste Service contract with Logan County and the surrounding Cities.


City Clerk Bob Riggs presented a financial report for the city.


There was no old or new business at this time.


The Mayor asked if anybody had anything at this time; Council member Pat Bell mentioned of the fundraiser for the Logan County Search & Rescue, this event would be taking place at the Logan County Extension Office, Saturday, March 25th, at 5:00 p.m.


The mayor said there was a need to go into executive session for reason of property, personnel or litigation and pursuant to KRS 61.815(1) (a).


Davenport moved, seconded by Bell, to leave regular session and go into executive session; the motion passed unanimously.


City Council member Sandra Kinser arrived for the City Council Meeting @ 5:30 p.m.


Bell moved, seconded by Kinser, to leave executive session and return to regular session; the motion passed unanimously.


Wilcutt moved, seconded by Kinser, to adjourn the meeting; the motion passed unanimously.
