Minutes of Regular Session

of the Board of Council

of the City of Russellville, Kentucky

held May 2, 2017





The Russellville City Council met in regular session on Tuesday, May 2, 2017, at 5:00 pm, in City Hall. Mayor Mark Stratton presided over the meeting. Council members present were Jimmy Davenport, Pat Bell, Sandra Kinser, Jack Whipple, Larry Wilcutt and Darlene Gooch.


Mayor asked for a motion to approve the minutes of the council meeting held April 18th, 2017.


Whipple moved, seconded by Wilcutt to approve the minutes of April 18.


The motion passed with Davenport, Bell, Whipple, Wilcutt and Gooch voting yes. Kinser left City Council meeting early.


The Mayor had no appointments at this time.


Pat Bell gave the City of Russellville Fire Department report, for the month of April 2017 there was a total of 112 fire runs, making as of May1, 2017 a total of 509 so far.


There was no financial report given.


There is no old business.


Under new business, City Council member Jimmy Davenport advised that the deGraffenried Advisory Committee had recently met and voted on the Enrichment Funds for the 2017 year; each City Council member has received a copy of minutes from the April 17th, 2017 meeting.


Whipple moved, seconded by Bell, to accept the recommendations of the deGraffenried Advisory Committee in the amount of $15,256.00, the recommended continuation of the $1000.00 scholarship for the graduating Russellville High School senior recipient and the continuation of the $500.00 contribution to the deGraffenried Chorale; the motion passed unanimously.


The Mayor said there was a need to go into executive session for reason of property, personnel or litigation and pursuant to KRS 61.815(1)(a).


Bell moved, seconded by Wilcutt, to leave regular session and go into executive session; the motion passed unanimously.


City Council member Sandra Kinser entered back into the meeting.


Bell moved, seconded by Davenport, to leave executive session and return to regular session; the motion passed unanimously.


Davenport moved, seconded by Bell, to adjourn the meeting; the motion passed unanimously.
