BRADD Executive Director

The Barren River Area Development District is currently accepting applications for an employment opportunity of Executive Director.

Class Title:  Executive Director

Division:     Administration

Supervisor:  Board of Directors 

Supervises:  All ADD Staff

Class Characteristics: 

This is highly responsible administrative, supervisory, and technical work in directing the activities of a regional development agency.  An employee in this class is responsible for planning, coordinating, and supervising the activities and functions of the district's program and administrative divisions, and for acting as liaison between the district and city and county officials as well as other outside program relevant organizations.  Duties are performed under limited supervision of the executive committee and board of directors.

General Duties and Responsibilities:


            1.   Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff;  reviews progress and directs changes as needed.

            2.  Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and                                        recommendations; coordinates department activities with other departments and agencies as needed.

            3.  Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time.

            4.  Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.  Issues written and oral instructions.

            5.  Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

            6.  Maintains harmony among workers and resolves grievances.

            7.  Markets services to clients, general public and other audiences as necessary.

            8.   Plans, coordinates, supervises, and evaluates the operations of the district's divisions, including development, management, and human services, and finance and administration.

            9.   Directs the development and implementation of district‑wide policies and goals; translates policies and goals into action by involving units of local governments, other public and private organizations, and federal and state agencies.

            10. Prepares and administers agency budget and financial reports as required, approves all agency purchases; provides policy development support to the executive committee and board.

            11. Acts as liaison for the Board with city and county officials and other outside organizations such as human service agencies,  and federal and state grantor agencies.

            12. Works with other ADD Directors across the state, participates as a member of the Kentucky Area Development District Directors, serves on state-wide committees and boards.

            13. Provides management and technical assistance to division associate directors and staff in program development, such as that related to personnel and financial management, economic development, and human services.

            14. Provides primary staff assistance to the board of directors and executive committee; represents district at official functions such as dedications and other types of ceremonies, dinners, and meetings.

            15. Reviews and approves monthly, quarterly, and annual reports and plans, news releases, and other documents for publication.

            16. Establishes and maintains effective relationships with members of the print and electronic media.

            17. Develops and executes marketing plans and programs, both short and long range, to ensure the growth and expansion of division products and/or services.

            18. Monitors intergovernmental decisions and legislation affecting department operations.

            19. Identifies departmental funding sources.

            20. Prepares, writes and administers grant applications in order to maintain and expand department financial resources.

            21. Solicits, negotiates and administers local contracts.

            22. Read and analyze on a frequent and regular basis detailed technical materials, reports, and related information, including statistical formats as required.

            23. Prepare or compose on a frequent and regular basis reports, recommendations, applications, plans, informational summaries, informational or programmatic memoranda, letters, compliance or other required documents.

            24. Facilitate or participate on a frequent and regular basis in formal or informal communications with clients of the agency in group settings.

            25. Facilitate or participate in one-to-one interpersonal communications with clients of the agency, with other internal staff members, and with members of the Board of Directors, advisory committees, and other related agency bodies

            26. Prepare and deliver formal and informal presentations in a public environment.

            27. Conduct development, negotiation, and administration of contracts or assessments for programmatic services or project implementation, including the ability to facilitate conflict resolution.

            28. Performs related duties as required.

Training and Experience

Graduation from a four‑year college or university (master preferred) with a degree in Public Administration, Business Administration, Planning, Political Science, or a related field, supplemented by extensive progressively responsible experience in directing a regional planning agency; or any combination of training and experience which provides the desired knowledge, skills, and abilities.

Special Knowledge, Skills and Abilities:

            1.  Ability to establish and maintain effective personal and consultive relationships with private business, federal, state, and local governmental  agencies, other staff members, staff members of liaison organizations, and local government officials.

            2.  Extensive knowledge of the theories, principles, and practices of modern administration.

            3.  Extensive knowledge of the theories, principles, and practices of division functions which include human services, development, management, and finance and administration.

            4.  Skill to effectively coordinate the activities of staff specialists engaged in various tasks and programs.

            5.  Ability to direct the implementation and evaluation of the activities of each division within the District service.

            6.  Skill in the interpretation of local, state, and federal directives, guidelines, and laws; thorough knowledge of current federal and state programs designed to promote economic development.

            7.  Considerable knowledge of accounting, budgeting, and computer operations.

            8.  Ability to work and supervise under the limited supervision of the executive committee and the board of directors.

            9.  Good knowledge of safe work practices and ability to apply them in workday situations..


Analytical Requirements:  Assignments frequently involve decisions based on wide variety knowledge of many factors; applications of advanced or technical concepts are predominantly required.

Tools, Equipment and Vehicles Used:  Normal office equipment (computer, copier, telephone, fax machine, etc.); must operate vehicle as a job requirement.  Must use personal vehicle for traveling to and from required meetings.

            Physical Requirements of the Job:  Work is performed typically indoors in an office setting. It requires intermittent standing, sitting or stooping. Work requires consistent use of computer and phone system as well as other office.

Contacts:  Frequent public and private contacts requiring tact and diplomacy are requirements of the job.

Confidential Information:  Regular use of confidential information is a job requirement.

            Mental Effort:  Heavy.

            Interruptions:  Frequent.

Special Licensing Requirements:  Must posses and maintain a valid drivers’ license.

            Availability:  Must be available to attend evening and weekend meetings.  Also     travel that includes overnight stays
